Mission Statement: The Open Water Steering Sub-Committee shall assist the National Team Director (or designee), Chair of the National Team Steering Committee and the Steering Committee develop an Open Water National Team program designed for success in International competition. 
 
Membership: Open Water Steering Committee comprises of 7 members appointed as follows: The Open Water Olympic Team Head Coach, five members appointed by the National Team Steering Committee in consultation with the National Team Director and two Athletes with Open Water National Team Experience.  
 
The term of non-athlete members shall be four years commencing with the conclusion of House of Delegates meeting following the Olympic Games. 
 
The National Team Director, the Chair of the National Team Steering Committee and the USA Swimming Technical Vice President shall all be ex-officio members of the Committee with voice but no vote. 
 
The Open Water Steering Committee shall elect a chairman from within its own membership. The Chair of the Open Water Steering Sub-Committee shall be an Ex Officio member of the Steering Committee with voice but no vote. Vacancies on the committee shall be replaced according to the original selection procedure. 
 
Meetings: The Committee shall meet as necessary and at the annual meeting of USA Swimming (USAS). 
  
Responsibilities: The Committee shall operate under the direction of the Steering Committee and the National Team Director to: 
 
1. Develop an Open Water National Team program designed for success in International competition; 
 
2. Expedite decisions regarding that program; 
 
3. Plan for specific needs of the Open Water National Team in preparation for international competition; 
 
4. And, develop an Open Water National Team Quad Plan.
